Legislative Affairs Committee Update

The Special Session for the Virginia General Assembly has been in session since Tuesday.  We highlighted two bills introduced this week in our previous note:

  1. HB5020 which exempts Concealed Handgun Permit holds from any local gun control law.
  2. SB5041 which extends the option of online Concealed Handgun Permit training until 2022.
    1. Note that SB5041 was amended 14-0 in committee with a new deadline of July 2021 as opposed to the original date of Jan 2022.

A new bill, House Bill 5024, was introduced that removes the Class 1 misdemeanor penalty for buyers of firearms in private sales without first obtaining a background check. Current law, which was passed this year and went into effect on July 1st, makes it a Class 1 misdemeanor penalty for both the buyer and seller if they fail to obtain a background check before completing the sale of the firearm.
